Zimbabwe’s decision to cap the salaries and perks of executives of state-owned firms has done little to pacify civil servants. The government earlier this week released a schedule of current salaries and perks of 180 parastatals and town councils which showed that many of them were earning between 100 000 and 5 million rand a month.
